A QR code will not take the letter ə

An old QR library writes the text as latin-1. ə is not in that table. The library either throws (latin-1 codec can't encode) or puts ? in place of the letter.

UTF-8 byte mode keeps the letter. If the picture is right and an old scanner shows É™, the scanner is opening the bytes with the wrong table. A current phone camera reads UTF-8.

• segno.make("Azərbaycan", encoding="utf-8") puts the letter inside the picture.
• If you see latin-1 codec can't encode, the library will not take ə. Do not delete the letter. Change the library.
• If the text has ? instead of the letter, the picture is already broken. Make it again in UTF-8.
• If an old scanner shows É™, the picture is not broken. The scanner is reading the bytes wrong.
• An ə inside a link is part of the address. Keep that as UTF-8 too. Do not replace it with e.
